Click Here to Download PDFThe mayor called the meeting to order at 7:00 pm Thursday, Nov 2, 2023. The pledge of allegiance was given by Val Orme and the prayer given by Mike Wilder.
The mayor asked the clerk to call the roll:

Public Comment:
None
Food Vendor Truck – Laura Lewell:
Laura Lewell presented a request before the council to park a small food and drink trailer to serve high student lunch during the noon hour. She was requesting permission to park the trailer along city property. The council discussed the item and felt the only area the city could allow parking would be either at the Wilson Park or Scotty’s South Park. Mrs. Lewell stated she may need electrical service during the time she’s operating. The final decision came down to South Park with a amount to be charged for electrical power being $15/month.
Councilman Wilder moved to allow Mrs. Lewell to park her food trailer at the south park near the Veteran Memorial to access power and that a $15/month fee for power be charged, she would also need to be responsible for trash, cleanup, and any damages subject to the council acceptance of a written contract/agreement. Motion seconded by Councilwoman King.
The mayor called for a voice poll: all in favor none opposed.
Robert Hiett – Bench in front of Police station:
Robert Hiett as part of his high school senior project is requesting permission to place a metal bench decorated as a blue line for law enforcement in front of the police station. He presented the council with a picture of the bench which will be metal, and power coated. The bench could be either attached to the sidewalk or left free standing.
Councilwoman King moved to allow Mr. Hiett to place the bench in front of the police station subject to acceptance by the public works department seconded by Councilman D Burke.
The mayor called for a voice poll: all in favor none opposed.
Shop With A Cop Donation:
Chief Fullmer came forward and stated the five counties/cities law enforcement agencies were again participating in the “Shop with a Cop” program. As he explained there are roughly 116 families that have been identified that qualify for the program. The program is a nationwide program and is a qualified charitable organization under IRS #501(c) 3 program.
Councilwoman King moved to fund $1,250 to the Shop with a Cop program, a qualified charitable organization, seconded by Councilman Wilder.

Approval of Minutes:
Councilman Wilder moved to approve the minutes of October 19, 2023, seconded by Councilwoman King.
The mayor called for a voice poll: all in favor none opposed.
Review and Approval of Bills:
The clerk stated that in addition to the listed mailed to the council the library presented their September 2023 and October 2023 bills to him on Wednesday November 1, 2023, in the amount of $12,768.80 which needed to be added to the approved bill list for payment.
Councilman Orme moved to approve the bill list and the late library bills in the amount of $12,768.80 seconded by Councilwoman King.

Executive Session:
The mayor stated he had requested an executive session to review with legal and council pending or highly likely legal issue. Councilwoman King moved to enter executive session per Idaho Code 74-206(f) to discuss with legal counsel imminent legal issues, seconded by Councilman Orme.

Other:
Mitch Bradley stated the chip seal work completed in 2019 in the Cedar Meadows subdivision on behalf of the developer, for which an agreement was that they would pay for the chip seal but had not done so had been paid in the amount of $56, 151.55. He wanted to thank city attorney Sam Angell for his work in getting this bill paid.
