Click Here to Download PDFThe mayor called the meeting to order at 7:10 pm Thursday, Nov 16, 2023. The pledge of allegiance was given by Becky Harrison and the prayer given by Aliza King.
The mayor asked the clerk to call the roll:

Public Hearing – Surplus Land:
The mayor opened the public hearing concerning the proposed disposal of city owned real estate. No one signed up to speak on the issue. He asked if anyone in attendance who had not signed up wished to speak. Seeing none he closed the public hearing.
Council Discussion/Decision:
Councilwoman moved to declare the 1.87 acres located in the South Park be declared surplus land seconded by Councilman Wilder.

Public Comment:
Santa Claus: Santa came and spoke to the council about community service (being one who knows about community service) and thanked the council for their community service and distributed chocolate bars to the council.
Vendor Concession Agreement:
The council reviewed the concession agreement issued to Laura Lerwill to operate a food service truck in the South Park with certain limitations for other events and or possible conflicts with other events.
Councilman D Burke moved to approve the agreement seconded by Councilwoman Harrison.
The mayor called for a voice poll: all in favor none opposed.
Police Statistical Report/Update:
Chief Fullmer reviewed the October 2023 police incident report. He reported an average of 18% increase in incidents during the year. He will present the year-over-year review in January.
Officer Harris will graduate from POST this coming XXXXX. Officer Parkinson has completed his K-9 training and has returned home after 4 weeks of training. Parking on city streets warnings are being issued for violation around the city.
City Comprehensive Plan Review:
Melanie Smoot, who has been retained by the city to assist the city in the planning & zoning department reviewed the draft copy of the 2023 Comp Plan marked #2 dated November 2023. The council reviewed and discussed various items in the document. Several items caused concern and Melanie will double check the issue and report back with the corrections, if needed. A public hearing will be held at a later date.
Surplus Land – Set Minimum Price – Schedule Auction Date:
The council discussed the limitation of use on the 1.87 acres that has been declared surplus and the related minimum price, if any, the council may wish to set on the property.
Councilman Wilder moved to set the minimum price of five thousand dollars ($5,000.00) per acre, to advertise same and hold the public auction December 7, 2023, during city council. Motion seconded by Councilwoman Harrison.

Employee Christmas Gift Cards:
The clerk mentioned that for the past 12-13 years or longer the annual Christmas gift has been $25 per employee. He felt a more appropriate gift would be $50. Asked about the cost he thought the prior years were under $1,000.
Councilwoman King moved to give each employee, volunteer of city boards and police reserve officers $50.00 of Rigby Chamber Bucks Gift Certificates. Motion approved Councilwoman Harrison.

Review and Approve of Minutes:
Councilwoman King moved to approve the minutes of November 2, 2023, seconded by Councilman
D Burke.
The mayor called for a voice poll: all in favor with Councilwoman Harrison abstaining.
Review and Approval of Bills:
the clerk indicated there were three late bills to be added to the approval list:
- Shop with a Cop 1,250.00
- Beard St. Clair Attorney 1,815.00
- Advanced Lining 81,771.00
Councilman Orme moved to approve the bill pay list with the inclusion of the three bills listed seconded Councilwoman Harrison.

Executive Session:
Councilwoman King moved that the council enter executive session per Idaho Code 74-206(f) to discuss with legal counsel legal ramifications/options of pending legal issues, seconded by Councilman Wilder.
