Click Here to Download PDFThe mayor called the meeting to order at 7:00 pm Thursday, Sept 2, 2021. The pledge of allegiance was given by Nicole Weight and the prayer given Becky Harrison.

Amend Agenda:
Councilwoman King moved to amend the agenda and remove the police pay scale from this evening discussion seconded by Councilwoman Harrison.
The mayor called for a voice poll: All in favor none opposed.
Public Works:
Mitch Bradley speaking on the phone indicated he was doing better after his accident and he was participating in the meeting.
Question came up on the LID #10 project and particularly the work on 4th North. Marvin Fielding from Keller’s came forward and said the contractor was working on the road after the meeting Monday and were performing better. They are working on Tall Ave to clear out the soft spots. Discussion on allowing the contractor to work on Sat and/or Sun was discussed. Council felt it best to allow them to work to get the job completed before snow falls. Contractor will reimburse city for any overtime incurred if they do work on weekends.
2nd Reading Ordinance #2021-620-621-622- Sewer:
Councilman Datwyler moved to read Ordinance #2021-620; 621; 622 in title and summary only motion seconded by Councilwoman King.

Councilman Datwyler moved to suspend the 3rd reading and moved to adopt seconded by Councilwoman King.

- ADA Evaluation & Transition Plan:
Council reviewed the ADA Plan with Councilwoman King moving to adopt and accept the ADA plan seconded by Councilwoman Weight.

- URA – Reimburse agreement on ball field:
Tabled: no agreement in place.
- Engineering Procurement on Park Grant:
Krisi Staten from The Development Co. came forward and stated one of the requirement for the park grant approved last council would be to name and procure an engineer to assist on the project. Of the three engineering firms the city obtained from the procurement of engineers firm three were listed with HLE being the highest scoring firm.
Councilwoman Harrison moved to name and appoint the engineering firm of HLE as the engineering firm of record to assist on the CDBG grant seconded by Councilwoman King.

- Appointment of Grant Administrator:
Krisi Staten from The Development Co. stated a second requirement of the CDBG would be to name a grant administrator. Discussion on whether to have The Development Co. do the admn work or to see if Angie Hill from the city would do it. The mayor along with Councilwoman Harrison indicated that since The Development Co obtained the grant and information they should continue with it.
Councilwoman King moved to appoint The Development Co. as the CDBG administrator seconded by Councilwoman Harrison.

Police Dept:
- Purchase of Vehicles:
Item tabled.
- School Resource Officer Agreement:
Tower presented a draft copy of a proposed school resource officer between the city and Rigby School Dist. The proposed draft would be for a 30/70 split of the officer’s wage and benefits prorated for 177 days. Different hourly pay rates were discussed with the council agreeing on the $18.29 hour.
Councilman Datwyler moved to allow the police chief to proceed with the proposal and negotiate it with the school district based on the agreement presented seconded by Councilwoman King.

The mayor read the proclamation proclaiming the week of September 17 through the 23rd as Constitution Week.
Review and Approval of Minutes:
Councilwoman Harrison moved to approve the minutes of August 26, 2021 seconded by Councilman Datwyler.

Review and Approval of Bills:
Councilwoman King moved to approve the bills for payment seconded by Councilwoman Weight.

Councilwoman Harrison moved the council enter into executive session per Idaho Code Sec. 74-206(b) to consider the evaluation, dismissal or disciplining of, or to hear complaints or charges brought against, a public officer, employee, staff member or individual agent seconded by Councilwoman King.
