November 4, 2021 – Council Minutes

The mayor called the meeting to order at 7:00 pm Thursday, November 4, 2021.   The pledge of allegiance was given by Richard Datwyler and the prayer given Aliza King.     

The Mayor asked the clerk to call the roll:

Public Comment:

None

Amend Agenda:

Councilwoman Harrison moved to amend the agenda to move the discussion of the Farmer’s Market first on the agenda seconded by Councilwoman King. 

The mayor called for a voice poll:  All in favor none opposed.

Farmer’s Market:

Carrie Monson came forward and thanked the council for their assistance in allowing the Farmer’s Market to use the north end of the South Park.  Mrs. Monson felt the location is an excellent location and she had positive feedback.  She would like permission to use the same location this coming season.  Getting the permission now will allow her to add vendors and to advertise it better. 

Councilman D Burke moved to allow the Farmer’s Market to use the north end of the South Park for the 2022 season seconded by Councilwoman King. 

The mayor called for a voice poll:  All in favor none opposed.

Surplus Equipment:

Sam Tower and Mitch Bradley came forward and requested the following items to be declared as surplus and an auction be held for their disposal:

Public Works Surplus Equipment

  • 1999 Chev Pickup – Minimum bid $1,000.00
  • 1973 GMC Truck – Minimum bid $1,000.00
  • 1975 IHC Truck – Minimum bid $1,000.00
  • 2 – VERTICAL SHAFTS PUMPS – Minimum bid $500.00

Police Surplus Equipment:

  • 2009 Dodge Charger – Minimum bid $1,500.00
  • 2008 Dodge Charger – Minimum bid $1,500.00
  • 2005 Chevrolet Impala Sedan – Minimum bid $1,500.00
  • 2008 Ford Explorer – Minimum bid $1,500.00
  • 2015 Silver Ford Interceptor – Minimum bid $3,000.00
  • Multiple Bikes –

Councilwoman Harrison moved to declare the above listed property as surplus and to conduct a public auction on November 20, 2021 at 10:00AM at the INL bus parking lot and to advertise the equipment for sale as required by Idaho Code.  Motion seconded by Councilwoman King.

Ordinance #2021-624 – Annexation The Grove Development:

Councilman Datwyler moved to read Ordinance #2021-624 in title and summary only seconded by Councilwoman Weight.

The attorney read the title and summary of ordinance #2021-624.

Council discussion:

The mayor asked on the ordinance if the reference to the R-2 zone was under the old cold or under the new code.  It appeared the ordinance and annexation was drafted under the old code.  Council felt the development should be built using the current code for R-1, R-2, and R-3 zones adopted May 20, 2021.  After discussion:  Councilman Datwyler moved to table the ordinance and get clarification from the developer that the development will be built according to the new code.  Seconded by Councilwoman Weight.   

The mayor called for a voice poll:  All in favor none opposed.

The attorney and the planning/zoning administrator will contact the developer to get the necessary change.

Docutopia Assistance:

The clerk explained that he was having problems in getting the Docutopia software up todate from the city records.  There was a proposal to have two individuals come from the Boise area to transfer the files to Boise and return same.  Council was uncomfortable with having the city records leave city hall and instructed the clerk to investigate the cost of having Docutopia come with their mobile van to complete the work.   Item tabled.

Water Line Extension – 4000 East/200 North:

Mitch Bradley presented a corrected contract from HLE Engineers to design and oversee construction of a water line on 4000 East and 200 North. Total contract for design $30,600 based on construction costs of $351,400 and for oversight during construction a fee of $15,300 for a total contract of $45,900. 

Councilwoman Harrison moved to approve the contract subject to Brian Lott’s acceptance of his portion of the project – $207,100.00.  Motion seconded by Councilwoman King.

Motivational Speaker:

Councilwoman Harrison discussed the city being one of the sponsors to hosting a motivational speaker at the high school.  She discussed supporting the event with $500.  Councilman D Burke felt it was needed and the city should show our support and suggested a sponsorship of $1,000. 

Councilwoman Harrison moved to approve the sponsorship of $1,000 for the motivational speaker seconded by Councilman D Burke.

Salary Review – Appointed Employees:

Councilman D Burke discussed the work Mitch Bradley is doing and the duties he has taken on over the past few years.  He mentioned his salary is below comparable public works and felt an annual salary of $82,500 would be appropriate.  Council concurred and complimented Mitch on the work he’s doing.

Councilman D Burke moved to approve an annual salary of $82,500 for Mitch Bradley seconded by Councilman Datwyler.

Councilwoman Harrison felt the city clerk does a commendable job as clerk/treasurer.  The clerk responded that he was grateful for Councilwoman Harrison comments but any increase given – if any- should be equal to that given the other employees.  Councilman D Burke felt a 5% increase would be justified.

Councilwoman King moved to approve a 5% annual increase in the clerk’s salary seconded by Councilwoman Harrison.

City Attorney:  Stated he was comfortable with his existing compensation.

Police Chief:  Councilman D Burke indicated Sam Tower should be given the same percentage as was allocated to his department – 3%.  Councilwoman Weight moved to give the police chief a 3% increase in his annual salary seconded by Councilman D Burke.

Councilwoman Harrison moved the effective date of the salary increases be November 4, 2021 seconded by Councilman D Burke.

Other Council Business:

  • City Banner:  Councilwoman King commented the city needs a banner to be used on special occasions so the public knows who’s sponsoring the event.  Mitch Bradley will assist.
  • Main St Halloween:  Councilman D Burke stated the event held this past weekend for Halloween had a tremendous turnout and he thanked Councilwoman King for working and hosting the event.

Approval of Minutes:

Councilwoman King moved to approve the minutes of October 21, 2021 seconded by Councilwoman Harrison.

The mayor called for a voice poll:  All in favor none opposed.

Review and Approval of Bills:

The clerk indicated there was one bill that needed to be paid that was not included on the bill list – Gunnar Ross.  The bill had been back dated for an overpayment on his account and was not included in the date range for bill pay.  Councilman Datwyler moved to approve the bills plus the bill to Gunnar Ross in the amount of $124.50.  Motion seconded by Councilwoman King.
