The Mayor Datwyler called the meeting to order at 7:00 pm Thursday, Mar 2, 2023.   The pledge of allegiance was given by Mike Wilder and the prayer given by Roarke Burke.          

The mayor asked the clerk to call the roll:

Public Comment:

Audit Report:

Nathan Maravilla from the accounting firm Poulsen & Jensen reviewed the results of the audit report for the period ending September 30, 2022.  The auditor’s opinion on the financial statements was a clean opinion in that the financial statements present fairly, in all material respects, the financial position of the city of Rigby.  The financial result of the general fund showed a positive year end balance of $259,000,  the capital improvement fund had a positive year end balance of $1.0 million (due to interfund transfers of $1.034 million), and the WWTP fund had positive year end results with the accrual of the Coronavirus funds of $1.134 million.  The water fund had a net increase in its net financial position of $9,386.  The sewer fund had a net decrease of $1.134 million due to funding of the WWTP project of $2.3 million. The sanitation fund also had a net decrease of $413,000, caused by a transfer to capital improve fund of $200,000 and the write off of the equipment sold last year in the amount of $124,247.  He noted the city was under the single audit requirement being the city received federal funds for the year in excess of $750,000.

Councilwoman King moved to accept the audit report for the period ended September 30, 2022 seconded by Councilman Wilder.

The mayor called for a voice poll:  all in favor none opposed.

Public Works:

None

Police Department:

Update: Chief Fullmer stated the office has been busy with traffic accidents and other incidences.  The chief also reminded the council of the luncheon coming up on Mar 10 for the Shield616 program.

Tahoe:  The Tahoe was ordered by an entity, but it did not have a spotlight on it as ordered.  The Smith Group indicated to Rigby that it was available if the city wanted to purchase it.  Chief Fullmer stated that he didn’t need a spot light and it was a police package.  It would need to be outfitted with lights, radio and siren for around $6,800.  The city has funds available in the budget to purchase it. 

After brief discussion, Councilwoman King moved to approve the purchase of the Tahoe for $42,639 seconded by Councilman D Burke.

Ordinance #2023-633 – LID #10 – 1st Reading:

The clerk stated this is one of the final steps required to complete the assessment of LID #10 prior to the actual assessment of the cost of the LID project to the homeowners.

Councilman Wilder moved to read in title and summary only Ordinance #2023-633 seconded by Councilwoman King. 

The mayor called for a voice poll:  all in favor none opposed.

Other Council Business:

  • Intern Baseball Field:  The mayor reported he had contacted ISU and BYU-Idaho about their intern programs.  Both were interested and have posted the job.

Approval of Minutes:

Councilwoman King moved to approve the minutes of Feb 16, 2023 seconded by Councilman Orme.

The mayor called for a voice poll:  all in favor none opposed with Councilman Wilder abstaining.

Review and Approval of Bills:

The clerk indicated there were two changes.  One involved changing the vendor name no change in dollar amount and the second was the addition of the bill from Javelin Arms for $29,616 and the check to Smith Chev for the purchase of the Tahoe as approved earlier.

Councilwoman King moved to approve the bills seconded by Councilman D Burke.
