Click Here to Download PDFThe mayor called the meeting to order at 7:00 pm Thursday, June 1, 2023. The pledge of allegiance was given by Becky Harrison and the prayer given by Mike Wilder.
The mayor asked the clerk to call the roll:

Public Comment:
Tyriel Clark – Stepped forward and introduced himself as the new project manager engineer working with Keller Associates.
Tijuana Sound—Bull Riding and Concert:
A representative from the Tijuana Sound company stepped forward and reviewed the planned rodeo and concert that is being planned for June 25, 2023. She reviewed the security, sound system, events being offered, beer permit, parking issues and other concerns as addressed to her by the council.
Councilman D Burke moved to approve the application and dispensing of beer on Sunday, June 25, 2023 seconded by Councilwoman King.
The mayor called for a voice poll: all in favor none opposed.
Update on City’s Web Page:
Adam Hall reviewed the proposed new web page he is setting up for the city. The new web page will include police, library, senior citizens, historical museum. The web page is still a work in progress, but he is moving forward on it and hopes it will be more user friendly. He hopes to have it operational within the month.
Revised Sanitation Ordinance:
The attorney has revised the entire code pertaining to sanitation deleting Title 4 Chapter 5 as drafted in 1980 with a new code. The 1980 code needed to be updated with the changes that the city has adopted in the last 30 years. The new code corrects the type of trash containers to be used, requiring vendors who collect trash be approved by the city with a franchise agreement, allows for the suspension of water services if a customer is not in compliance with the approved and franchised vendor, provides for a citation and appearance with specific dollar penalty for violations of this ordinance, provides for a penalty for the unauthorized depositing of refuse in a container of another without consent. The council reviewed a few grammatical corrections which the attorney concurred to change.
Councilman Orme moved to approve the revised sanitation ordinance as corrected and to call for publication of ordinance and call for public hearing seconded by Councilwoman King.

Ordinance #2023-635 – Fees for Research and Copy Expense:
The clerk presented the council with the ordinance allowing for fees as allowed by Idaho Code 74-102(8) which allows a public agency to establish fees to recover the actual labor and copying costs associated with public requests when request is likely to be voluminous or when time expended is likely to exceed two (2) hours of labor in responding to a request for public records or for copying the first one hundred (100) pages of paper records that are requested. He noted that, being these are new fees a public hearing is required.
Councilwoman King moved to publish the ordinance with a notice of public hearing as required by Idaho Code seconded by Councilman Wilder.

Police Update:
The mayor updated the council in his discussion with the police chief, who is attending training, with the new hire and other items in the department. The chief feels procedures are working, and the flow is becoming stable.
Change Order – Blaine Ave:
Mitch Bradley reviewed the issue that occurred on Blaine Ave. The south part of Blaine was built to a standard that allows sluffing off from the trench and it requires the trench for the sewer line to be made wider than 9 feet. The overburden on the edge of the pavement and the machinery is driving over the material causing big rocks to be driven into the pavement. He is in discussions with HK as to who’s responsible and to what degree. Informational only, no decision.
Other Council Business:
Councilwoman King commented there is a summer lunch program available this year in Roberts for the school kids.
Approval of Minutes:
Councilwoman Harrison moved to approve the minutes of May 18, 2023, seconded by Councilwoman King.
The mayor called for a voice poll: all in favor none opposed with Councilman Wilder and R Burke abstaining.
Review and Approval of Bills:
The clerk indicated there was one addition to the bill list: Radford Auto for $1,955 for the storage and towing of a pickup wrecked last August.
Councilwoman King moved to approve the bills including the $1,955 to Radford Auto seconded by Councilman D Burke.
