Mayor Datwyler called the meeting to order at 7:00 pm Thursday, Jan 18, 2024.   The pledge of allegiance was given by Tim Howe and the prayer given by Tonya Hillman.          

The mayor asked the clerk to call the roll:

Also in attendance:  Mitch Bradley, Chief Fullmer, Ione Hansen, Attorney Angell (via zoom)

Public Comment:

The mayor commenced the public comment period, affirming that the council is receptive to the concerns expressed by citizens, even if they are not directly related to the agenda. Additionally, he kindly reminded the attendees to direct their comments towards the council, as the council will duly consider all remarks, albeit without providing immediate responses.

Wayne Rogers:

Mr. Rogers mentioned that he had filed a complaint against a citizen and inquired about the reasons behind the attorney dropping the case. The mayor suggested discussing the matter further, but before the mayor could elaborate, Mr. Rogers embarked on a profanity laced tirade, voicing concerns about his First Amendment Rights being infringed upon due to the mayor’s interruption.

Marie McLean: Had issues with the Lakeside development agreement: berms should be 40 ft not 30 ft; road/bridge easement should be 50 ft; development agreement should be filed with the application of the annexation.

Jim Gerdes: began talking about the comp plan and the mayor stated that topic was the next item on the agenda. 

2023 Comp Plan:

The mayor asked if Melanie Smoot would step forward and brief the three new council members on the comp plan and the changes that were made.  She indicated she redrafted the 2015 copy to be easier to read and added more history of the city, what a comp plan is and is not, restated the goals and policies of the comp plan, added vision statements, added area of impact (AOI) map, updated the census information to 2020. 

Jim Gerdes:  Stated he felt should be more community involvement.

Councilman Stone felt a better method of indexing the goals and policy section was needed to facilitate easier reference.

Councilwoman Harrison felt the vagueness of the AOI was preferred to having a narrow and tight definition.  Liked having flexibility to change.  Concurred with indexing chapter two.

Councilman Howe felt a tighter definition of goals is better than being vague. 

Given the changes and to allow more public input, Councilwoman Harrison moved to hold a second comment period February 15, 2024, seconded by Councilman Stone. 

The mayor called for a voice poll:  all in favor none opposed.

Reorganize Council/ Assignments:

The first order was election of council president.  Councilman Orme moved to nominate Councilwoman Harrison as council president seconded by Councilwoman Hillman.

Council Assignments: 

The mayor reviewed the prior council members’ assignments and after discussion the following assignments were nominated by the mayor. 

Airport: Stone

Rodeo: Hillman

Library: Harrison

Police: Orme

Finance: Harrison

Parks: Hillman

Streets/Alleys: Howe

Water/Sewer: Harrison and Stone

Planning/Zoning: Wilder

Urban Renewal: Hillman

Museum: Orme

Sr. Citizens: Howe

With those being nominated, Councilwoman Harrison moved to accept the nominations as given by the mayor seconded by Councilwoman Hillman. 

The mayor called for a voice poll:  all in favor none opposed.

Police Statistics:

Chief Fullmer reviewed the statistical summary he made for a ten-year period covering incidents, traffic stops, arrests, infraction citations, officer initiated incidents and recap of city’s population. 

Wastewater Treatment Plant Blower:

The number #2 blower bearing has gone out and needs to be replaced, the cost to replace is $10,247.75 plus freight. 

Councilwoman Hillman moved to authorize the replacement for the $10,247.75 plus freight seconded by Councilman Orme.

Approval of Minutes:      

It was noted the council member moving to adjourn was also listed as the council member seconding the motion.  After discussion, Councilman Orme indicated he’d had seconded the motion.  (The actual recording had Councilwoman Hillman seconding the motion.)

Councilwoman Hillman moved to approve the minutes of January 4, 2024 as corrected, seconded by Councilman Orme.

Review and Approval of Bills:

Councilman Orme moved to approve the bills seconded by Councilman Stone. 

The mayor asked the clerk to call the roll:

Executive Session:

Councilwoman Harrison moved for the council to enter executive session per Idaho Code 74-206(c), seconded by Councilwoman Hillman.

Council enters executive session: 8:01 pm

Councilwoman Hillman moved to adjourn seconded by Councilman Stone.
