Click Here to Download PDFThe Mayor Datwyler called the meeting to order at 7:00 pm Thursday, August 18, 2022. The pledge of allegiance was given by Val Orme and the prayer given Aliza King.
The mayor asked the clerk to call the roll:

Amend Order of Business:
Councilwoman King moved to amend the order of business to move the swearing in of the new police chief first item on the agenda. Motion seconded by Councilman Orme.
The mayor called for a voice poll: all in favor none opposed.
Swearing In Police Chief:
The mayor asked Allen Fullmer to step forward and take the oath of office. The mayor gave Allen the oath of office.
Public Comment:
The mayor asked if anyone wanted to discuss any item for the council to consider. No one stepped forward.
Budget Hearing:
The mayor asked the clerk to present the 2022 budget report. The clerk stated the council has reviewed the preliminary budget and moved to hold the budget hearing. The budget hearing has been advertised and extra copies have been made available for the public but none have been requested. The proposed budget has an expenditure of $39,419,675 and a property tax request of $1,732,484.
The mayor asked if any of the public had questions: no one stepped forward or asked a question.
Councilwoman King moved that the mayor read in title and summary only ordinance #2022-628 – 2022 Budget Appropriations seconded by Councilman Orme.
The clerk stated there needs to be three readings and final approval of the budget prior to its adoption.
The mayor read the title and summary of ordinance 2022-628.
Review of June 2022 Financials:
The clerk reviewed the June 2022 financial statement with the council. He recapped the excel spreadsheet of budget vs. actual revenues and expenditures. As of June 30, 2022 revenues for the tax supported funds were slightly below budget but with the property tax collection coming in July they will exceed budget. Expenditures for the most part are also below budget and he does not see any cause of concern.
Non-Commercial Kennel License:
Veronica Rodriquez residing at 183 N 3rd West has made an application for a non-commercial kennel license for three dogs. She has the consent from 6 of the 8 homes within 100 feet of her property. After a short discussion: Councilwoman King moved to approve the application seconded by Councilman Orme.

Re-bid 5th West:
Mitch Bradley stepped forward and request permission from the council to re-bid the 5th West road. He feels if the city were to rebid the road with an earlier project date earlier than August there may be more bidders and a better overall price. Marvin Fielding stepped forward and stated they would need to have a new contract for the second bid process. The first bid process was for $2,000. Mitch said there would not be a change from the first design.
Councilwoman King moved to authorize the city to re-bid the work for 5th West seconded by Councilman Orme.
The mayor called for a voice poll: all in favor none opposed.
Material Testing for the WWTP Project:
Marvin Fielding from Keller’s stated that in the bid package for the WWTP project, the Testing Services section stated the city would hire an independent lab to perform the quality control tests during the construction. Mr. Fielding said they have reached out to three lab facilities and provided them with the requirements. The usual practice is for the general contractor to hire an independent lab but the city has in the past hired their own. Discussion centered about the cost of the city versus the contractor. The feeling was that the contractor would add a markup for their O&P percentage and bill the city. The council asked if Mitch would be able and willing to coordinate the testing lab and the contractor. He indicated he would make it happen. Given the reading of the bid documents, council said the city would be the hiring party for the testing services to be overseen by Mitch Bradley.
Other Council Business:
- Summer Picnic: The mayor stated the city usually hosts a summer picnic for the employees in late summer. Councilman D Burke stated he would be willing to spearhead the meal. Item to be placed on next council agenda for further discussion and decision on date/time.
Review and Approval of Minutes:
Councilwoman King moved to approve the minutes of August 4, 2022 seconded by Councilman D Burke.
The mayor called for a voice poll: all in favor none opposed.
